Open Letter to Hines Ward<\/p>\n
Dear Mr. Ward,<\/p>\n
You are a hero in Korea. You\u2019ve changed the Korean perception of mixed race children, especially Amerasians. I know you are actively involved in visiting Korea and helping the Amerasian children who live there. Because of your Korean heritage you were able to bridge the divide of misunderstanding surrounding the issue of mixed race children.<\/p>\n
Mr. Ward, there is an Amerasian issue in America too. They came to America over 20 years ago. They are our forgotten Americans. We need your help to recognize them as full citizens of the United States because their fathers were American.<\/p>\n
Amerasians are Americans born of mixed race whose fathers either abandoned them or were killed in action. Due to their foreign features and ethnic homogeneity in their home countries, Amerasians have long suffered discrimination and social ostracism. The stigma of being Amerasian remains so great that it is very difficult for them to receive proper education or find jobs in their home countries at that time. Many mothers are either forced to raise their children alone or even abandon them at birth.<\/p>\n
Because of the terrible mistreatment they received in their home countries, Congress passed the Amerasian Immigration Act in 1982 to bring them to America. According to this law, only Amerasians who are the offspring of U.S. military personnel born during the Korean War and the Vietnam War in these five countries: Korea, Vietnam, Thailand, Laos or Kampuchea are allowed to come. They were born after Dec. 31, 1950 and before Oct. 22, 1982.<\/p>\n
This law recognized the suffering of Amerasians and allowed them to immigrate to the United States as permanent residents. However, this status keeps them classified as aliens and they are not given full citizenship like every other child born overseas to a U.S. Citizen. This law should have given them full citizenship at that time, but it did not.<\/p>\n
Mr. Lee is an Amerasian pastor who resides in Virginia with a green card. He has always wanted to be a missionary in a foreign country, however, since he doesn\u2019t have U.S. citizenship he cannot stay outside the U.S. for a long time without risking the loss of his green card. He doesn\u2019t understand the need to apply for citizenship because his father was an American so he feels he should be one too. He still waits for a new law which will give him citizenship.<\/p>\n
There are many Amerasians here who have become U.S. citizens. However, there are still many, like Mr. Lee, who feel they are unfairly treated in their \u201cfatherland\u201d. They believe that recognizing them as U.S. citizens will restore their dignity and respect.<\/p>\n
Therefore, I initiated submission of HR 3987 in 2004 with former Congressman Lane Evans to grant U.S. Citizenship to those Amerasians. Bills were submitted again in 2005 (HR 814) and 2007 (HR 1607). These attempts failed. This bill was never submitted in the Senate.<\/p>\n
Mr. Ward, Amerasians are not foreigners but deserve to be U.S. citizens. Therefore, we need your help to publicly support submitting and passage of a bill to grant citizenship to them in both the House and the Senate. If a law only helps even one Amerasian to become a U.S. citizen, it deserves your support. This is not just an immigration bill; it is a human rights bill.<\/p>\n
I am a Korean-American married to a Caucasian-American. When I look at Amerasians, I see my two sons. Now America it is time to accept Amerasians so we can say to them, \u201cwelcome home, our sons and daughters.\u201d<\/p>\n
